Die OECD und der internationale Währungsfonds gehen davon aus, dass die Weltwirtschaft im Jahr 2021 um 6 Prozent wachsen wird, das ifo-Institut geht immerhin von 4,6 Prozent aus.

Bemerkenswert ist, dass die Weltwirtschaft im Pandemiejahr 2020 nur um 3,2 Prozent geschrumpft ist – das ist weniger als während der Finanzkrise und während des Einbruchs des Welthandels 2015 – das liegt daran, dass wir durch massive Staatsinterventionen einen größeren Einbruch verhindert haben. In Summe heißt das, dass die Weltwirtschaft ungefähr bereits wieder das Vorkrisenniveau erreicht hat, eine für viele Menschen vermutlich interessante Erkenntnis.

Bei der Finanzkrise 2008/2009 gab es durch die Unsicherheit über die Zukunft des Finanzsystems einen Nachfrageschock. Käufe wurden verschoben, Geld gehortet, Investitionen auf Eis gelegt. Bei der Corona-Krise kommt zu einem Nachfrageschock nun noch ein Angebotsschock dazu. Nicht nur dass die Menschen verunsichert sind und geben weniger ausgeben, auch globale Lieferketten wurden zeitweise unterbrochen und vielen Unternehmen in bestimmten Branchen, wie zum Beispiel dem Hotel- und Gastrogewerbe oder auch Tourismus, droht das Aus. Insgesamt dürfte die Weltwirtschaftsleistung aufgrund der Corona-Krise um 10 Prozent einbrechen.

Die Geldpolitik alleine – also das Drucken von Geld – reicht nicht mehr. Die Fiskalpolitik – die Einnahmen- und Ausgabenpolitik des Staates – wird zunehmend für wirtschaftspolitische Maßnahmen bemüht. Der berühmte und einflussreiche Ökonom Milton Jaynard Keynes ist zurück, was der Hauptrichtung der wirtschaftspolitischen Reformen im Westen widerspricht, seitdem Margaret Thatcher Ende der 1970er Jahre mit Privatisierungen begann.

Schon vor der COVID-19-Krise deutete sich ein Paradigmenwechseln von der Geldpolitik zur Fiskalpolitik an. Seit einigen Jahren wird zum Beispiel offen über Helikoptergeld diskutiert, also eine hohe Summe an Geld, das gedruckt und an die Öffentlichkeit ausgegeben wird, um die Wirtschaft während einer Rezession anzukurbeln, wenn die Zinssätze auf null fallen. Nun wird dieser Paradigmenwechsel mit Vollgas vollzogen. Die Staaten verschulden sich, als ob es kein Morgen gäbe.

Schauen wir einmal auf die USA: Zu Beginn seiner Amtszeit stellte Joe Biden einen großen Infrastrukturplan mit einem Umfang von 4,5 Billionen Dollar für die Nation vor. Die Investitions- und Ausgabenvorhaben umfassen Straßen und Brücken, öffentlichen Nahverkehr, sauberes Wasser und Entsorgung, Hochgeschwindigkeitsinternet und saubere Energie, sowie auch Sozialleistungen wie Sozialhilfe und Kinderbetreuung. Das Weiße Haus beschrieb ihn als einmaliges Investment in die Zukunft, das einmal jede Generation vorkommt. Am 15. September 2021 stimmte das Repräsentantenhaus Teilen des Plans in Höhe von 3,3 Billionen Dollar zu.

Die Europäische Zentralbank beschloss zur Bewältigung der Corona-bedingten Wirtschaftskrise ein bis Ende 2020 laufendes Hilfspaket mit der Bezeichnung Pandemic Emergency Purchase Programme (kurz PEPP), um Anleihen im Wert von 750 Milliarden Euro zusätzlich zu kaufen. Im Jahr 2021 beschloss dann die EU das in eigenen Worten: “Größte Konjunkturpaket aller Zeiten”: “Flankiert von „NextGenerationEU“ (NGEU), dem

zeitlich befristeten Aufbau-Instrument, ist der langfristige EU-Haushalt das größte Konjunkturpaket, das je aus dem EU-Haushalt finanziert wurde. Mit insgesamt 2,018 Billionen Euro zu jeweiligen Preisen* soll Europa

nach Corona wieder auf die Beine kommen. Es soll ein grüneres, stärker digital ausgerichtetes und krisenfesteres Europa werden.”

Diese Interventionen haben allerdings Nebenwirkungen: Die Zinsen bleiben in vielen Ländern ultraniedrig, die Schulden werden weiterwachsen und bei etlichen Gütern und Dienstleistungen gibt es Verknappungen. Das führt fast zwangsläufig zu steigender Inflation. Im August stieg die jährliche Inflationsrate in Deutschland mit 3,9 Prozent auf ein 28-Jahres-Hoch, wie der SPIEGEL Ende August 2021 berichtete. Die Inflationsrate in den USA liegt laut Manager Magazin sogar bei über 5 Prozent.

In den 1970er Jahren kam der Begriff “Stagflation” auf, also eine Mischung aus Stagnation und Inflation. Nun mehren sich die Anzeichen, dass die Stagflation zurück ist. Um aufzuzeigen, was das für die Menschen bedeutet, lohnt sich ein Blick auf drei Dinge:

Privater Vermögensschutz: Sachwerte, hier sind vor allem Aktien, Immobilien, Gold und Edelmetalle sowie ggf. Sammlerobjekte essentiell, denn Kontoguthaben und Rentenversicherungen werden im Wert schrumpfen. Zu beachten ist allerdings, dass Immobilien bereits jetzt in vielen Fällen schon sehr teuer sind, so dass Aktien von Unternehmen mit guten Zukunftsaussichten – hierzu gehört auch BigTec – weiter eine attraktive Anlageklasse sind.

Unternehmensstrategie: Richten Sie sich auf Knappheiten ein. Die Welt hat sich ein Stück weit Re-nationalisiert. Sichern Sie sich durch langfristige Verträge ab und nutzen Sie aktiv die Chancen der Digitalisierung. Prüfen Sie, inwieweit Sie Preissetzungsmacht haben und nutzen Sie die Möglichkeiten zu Preiserhöhungen.

Märkte: Die Staaten kehren in großem Umfang ins Wirtschaftsgeschehen zurück. Die Nachfrage für Infrastruktur und staatsnahe Dienstleistungen dürfte massiv steigen.

Auch wenn wir nicht in die Kristallkugel schauen können, um die Entwicklungen der Wirtschaft voraussagen zu können, sollten diejenigen, die diese Grundlagen beachten, trotz aller schwierigen Zeiten halbwegs gut aufgestellt sein.

It is remarkable that the global economy only shrank by 3.2 percent in the pandemic year 2020 – that is less than during the financial crisis and during the collapse of world trade in 2015 – this is because we prevented a greater collapse through massive state intervention. All in all, this means that the global economy is already roughly back to pre-crisis levels, which is probably an interesting finding for many people.

During the financial crisis of 2008/2009, there was a demand shock due to the uncertainty about the future of the financial system. Purchases were postponed, money hoarded, investments put on hold. In the Corona crisis, a supply shock has been added to the demand shock. Not only are people unsettled and spending less, but global supply chains have been temporarily disrupted and many businesses in certain sectors, such as hotels, restaurants and tourism, are threatened with extinction. Overall, global economic output is expected to slump by 10 per cent due to the Corona crisis.

 

Monetary policy alone – printing money – is no longer enough. Fiscal policy – the revenue and expenditure policies of the state – is increasingly being used for economic policy measures. The famous and influential economist Milton Jaynard Keynes is back, which contradicts the main direction of economic policy reforms in the West since Margaret Thatcher started privatisation in the late 1970s.

Even before the COVID-19 crisis, there were signs of a paradigm shift from monetary policy to fiscal policy. For some years, for example, there has been open discussion of helicopter money, a large amount of money printed and issued to the public to stimulate the economy during a recession when interest rates fall to zero. Now this paradigm shift is going full throttle. Countries are borrowing like there is no tomorrow.

Let’s look at the USA: at the beginning of his term, Joe Biden unveiled a major $4.5 trillion infrastructure plan for the nation. The investment and spending plans include roads and bridges, public transport, clean water and waste disposal, high-speed internet and clean energy, as well as social services such as welfare and child care. The White House described it as a once-in-a-generation investment in the future. On 15 September 2021, the House of Representatives approved parts of the $3.3 trillion plan.

 

The European Central Bank decided on an aid package called the Pandemic Emergency Purchase Programme (PEPP for short) running until the end of 2020 to buy an additional 750 billion euros worth of bonds in order to cope with the Corona-related economic crisis. In 2021, the EU then decided on what they called “the biggest economic stimulus package ever”: “Flanked by NextGenerationEU (NGEU), the temporary reconstruction instrument, the long-term EU budget is the biggest economic stimulus package ever financed from the EU budget. With a total of €2.018 trillion at current prices*, Europe is to get back on its feet after Corona. It is to become a greener, more digitally oriented and more crisis-proof Europe.”

However, these interventions have side effects. Interest rates remain ultra-low in many countries, debts will continue to grow and there are shortages of quite a few goods and services. This almost inevitably leads to rising inflation. In August, the annual inflation rate in Germany rose to a 28-year high of 3.9 per cent, as SPIEGEL reported at the end of August 2021. The inflation rate in the USA is even over 5 per cent, according to Manager Magazin.

 

In the 1970s, the term “stagflation” appeared, i.e. a mixture of stagnation and inflation. Now there are increasing signs that stagflation is back. To show what this means for people, it is worth taking a look at three things.

Private asset protection: tangible assets, here above all shares, real estate, gold and precious metals as well as collector’s items if necessary are essential, because account balances and pension insurance policies will shrink in value. It should be noted, however, that real estate is already very expensive in many cases, so that shares in companies with good future prospects – including BigTec – continue to be an attractive asset class.

Corporate strategy: Prepare for shortages. The world has re-nationalised to a certain extent. Secure yourself with long-term contracts and actively use the opportunities of digitalisation. Check to what extent you have pricing power and use the opportunities to raise prices.

Markets: States are returning to economic activity in a big way. Demand for infrastructure and government-related services is likely to increase massively.

Even though we cannot look into the crystal ball to predict developments in the economy, those who pay attention to these basics should be reasonably well positioned despite all the difficult times.
